The planning process is developed by staff based on the general needs of the citizens. Having a sound planning strategy is what enables the District to achieve the targets set within that fiscal year's budget.
This planning includes the Performance Contracts (Imihigo) that the District signs with His Excellence the President of the Republic. At the end of the fiscal year, an evaluation is conducted to determine whether these goals were successfully achieved.
